policy center. caller: thank you, good morning. mr. rosen berg, with the fiscal cliff blooming, do you believe the i.r.s. will be able to calibrate their system at this late of a date and would the debt ceiling debate blooming, could that delay federal refunds? thank you. guest: yes. the question about the i.r.s. is a good one and it is an important one. so it almost is certainly bound to complicate the filing season. i think already the i.r.s. has said that they are -- they have not released updated withholding tables for winner to. -- 2013. what that means is employers will use the withholding tables for federal income tax. but if a deal is made or no deal is made, that's going to have to change and at some point, employers will have to change their federal income tax withholding amount. i mentioned with the alternative minute 34u78 tax, that will -- minimum tax, that will complicate the season. i think the i.r.s. has said as many as 70 million tax filers could be subject to delays if the a.m.t. is not patched for 2012. host: antonio in nashville, tennessee. you're on the "washington

this december 31, 11 hours before the midnight deadline for congress to reach an agreement on the fiscal cliff. >> president of the united states -- [applause] >> thank you. >> happy new year to you. >> low, everybody. thank you. everybody have a seat. good afternoon, everybody. welcome to the white house. i realize that the last thing you want to hear on new year's eve is another speech from me. but i do need to talk about the progress being made in congress today. for the last few days, leaders of both parties are working toward an agreement that will prevent a middle-class tax hike from hitting 98% of all americans starting tomorrow. preventing that tax hike has been my top priority. the last thing that folks like the folks appear on this stage can afford right now is to pay an extra $2,000 in taxes next year. middle-class families cannot afford it, businesses cannot afford it, our economy cannot afford it. today, it appears an agreement to prevent this new year's tax hike is within sight. but it is not done. there are still issues left to resolve but we are hopeful that congress can get it

people are saying this fiscal cliff deal isn't going to happen pause the two sides are too far apart and there simply isn't enough time yet. mark, i will begin with you, what happens if we go over the cliff? what will americans experience? >> well i think we are going to go over the cliff. quite frankly i think it is a good thing the prospects of getting a deal after january 1 are significantly higher and that is for three reasons. first now president obama has all the leverage. after january 1st the leverage shifts to the gop. because president obama perfectly going over the fiscal cliff to blame republicans because he can't default on the debt. he will have to compromise between now and february. second of all the baseline gets reset if the tax cuts expire. everybody will propose a tax cut in january and right now we're fighting whether to increase taxes or not. you can see possibility of a deal seen as win-win for both sides. third, if republicans don't come up with a deal, a bad deal right now, they still have the $800 billion in revenue they put on the table from limiting deduct

. >>> president obama heading back to washington to tackle the fiscal cliff today. he will get to d.c. just as the house and senate expected to reconvene tomorrow. not much time left for a notoriously slow-moving washington to get something done. brianna keilar following the drama from honolulu, hawaii. she's there with the president. what is the latest. >> president obama is officially cutting short his christmas vacation and heading back from hawaii. tonight, hawaiian time, early in the morning on the east coast and returning to the d.c. area on thursday. as the senate is set to reconvene and all eyes really are looking there to see what senate majority leader harry reid can cobble together in order to get republican support to avoid the fiscal cliff. he'll also have to put together something that will get republican support in the house. this is a last-ditch effort and will be obviously very difficult if it succeeds at all. at this point, the white house still wants that threshold for income tax rates to be at 250,000. it's unclear, exactly what the senate proposal is going to look like.
